no i dnt think it was, but i didn't spare much thought for it, as the volturi are portrayed to us as evil, and something to be feared

I dont think it they needed to but they wanted to, so they could try and establish there authority ,They would appear to be soft on the rules if they had not.

The Volturi didn't seem to have much patience with vampires who were careless and reckless. And as everyone is saying, they are merely trying to exercise their authority. I think if Bre was in more control of her new found lifestyle, then the Volturi may have reconsidered her demise.

I don't think the Volturri are a fair form of authority.. They are like dictators.. what they say goes. And they have to appear hard so that no one will want to challenge them. So of course it was not fair. With a fairer authority Bre would have had a better chance.
Also they did not want anyone else joining Carlisle's family, it was larger than most other vampire covens and therefore posed a threat.

The Volturi fear (as all dictators do) anything that can pose some kind of threat (real or imagined). The thought of Bre joining the Cullen family was too much for the Volturi. They didn't want the competition. We all know the Cullens would never try to take over, but the Volturi feel that anyone with as much power as the Cullens have, is a threat to them.
